Officer's Report
This is a revised application to planning application number 07/449/B. The applicant is seeking permission to make external alteration to the building, amend the car parking layout and to erect a sub station.
The proposed external alterations and the proposed substation are relatively modest. I consider the alteration to be acceptable and would not adversely affect the visual amenities of the locality.
In relation to the car parking provision, the revised car parking layout to the front of the building will allow adequate space to manoeuvre. The layout also provides motorcycle and cycle parking provision. The parking to the rear is not essentially ideal since it is revising the layout to tandem parking. However, the rear parking is for staff. The access road to the side of the building is not adopted highway. I do not feel the revised layout to the rear would be prejudicial to highway safety. The highways division of the DoT do not oppose the application. On balance I consider the revised car parking layout to be acceptable.
I therefore recommend that planning permission be granted subject to conditions.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst the MEA and the IoM Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the external alterations, amended car parking layout and erection of a sub-station as shown in drawing numbers 0705001/001, 0705001/002, 0705001/003, 0705001/004, 0705001/005, 0705001/006, 0705001/007 and M1007 date stamped 20th June 2007, Letter from Bridgehouse design dated 11th June 2007, Letter from Continent 8 dated 12th June 2007.
C 3. The use of the building hereby permitted shall not be carried out until the car parking and manoeuvring areas have been provided in accordance with the approved plans and those areas shall thereafter be kept available at all times for their respective purposes.
N 1. The applicant is advised to consult with the Fire Safety Department to discuss fire safety matters.
