The application site forms the curtilage of Ballalonna Farm, and is located to the south of the Main Road, Dalby. Within the application site there are a number of buildings described as Main Dwelling, Granny Annexe, Dwelling House (approved for renovation) and Farmhouse (approved for replacement). The proposed garage would be constructed on the site of an existing open sided storage building.
The application site is located within an area zoned as High Landscape Value and Scenic Significance in the 1982 Development Plan Order.
There have been a number of previous planning applications relating to the site which are considered relevant in the determination of this planning application:
PA 99/00712/A – Approval in principle for conversion of farm buildings to dwellings, and new vehicular access, Ballalonna Farm, Dalby, Patrick. Approved 11th October 1999.
PA 00/01514/B – Conversion of existing outbuildings into additional living accommodation, approved at Review 19th July 2001. PA 00/01515/B – Alterations and extension to dwelling and erection of detached garage. Refused at Appeal. PA 01/01515/B – Alterations and refurbishment of old farmhouse to create dwelling. Approved 4th January 2002. PA 01/01684/B – Alterations and extension to convert barn to dwelling. Approved 27th December 2001.
The application proposes the demolition of an existing open sided storage building and its replacement with a garage building with pitched roof and first floor accommodation. The building, which would be 8.5m x 13.9m and be constructed with cavity walls and stone facing to the front elevation. To the north eats elevation, there are proposed an access door, and 4No. windows, together with 3No. rooflights to the first floor accommodation. The first floor accommodation would be accessed by a door in the south east elevation. A further 3No. roof lights are proposed in the south west roof slope.
The Department of Transport Highways Division do not oppose the development. Patrick Commissioners are concerned that the design and construction of the garage appear as a building suitable for conversion to a dwelling at a later date. The Chief Fire Officer queries the use of the first floor.
The application proposes the construction of a building described as a garage with two garage doors in the North West elevation. However, the scale of the building, its method of construction and the creation of a first floor, would, it is considered appear as a new dwelling within the curtilage of the existing dwellings on the site. This would be particularly apparent for anyone travelling on the main road. There is planting and screening on the site however, it is considered that the form and size of the building would be too large and create the impression that an additional dwelling has been constructed in this rural location, rather than a modest garage of a size and design that would maintain the character of the area.
It is recommended that the application be refused.

It is considered that the form and size of the building is overly large and create the impression that an additional dwelling has been constructed in this rural location, rather than a modest garage of a size and design that would maintain the character of the area.
