The Site
The site represents the residential curtilage of an existing residential property – St. Donard’s, which sits to the north of Braddan Road. On the site is the main house, St.Donard’s and an annex which sites to the north of the main house. Both are served by the same access from Bradda Road.
Planning Status And Relevant Policies
The site lies within an area designated on the Port Erin Local Plan of 1990 as Residential. This zone extends specifically northwards to embrace this site.
Planning History
The following applications have been submitted in respect of this site:
- PA 85/0169 - conversion of garage to granny flat and construction of new garage - permitted
- PA 00/0139 - alterations and extension to dwelling - permitted
- PA 00/1528 - amendments to previously approved application for alterations - permitted
- PA 04/0694 - alterations and extensions to existing detached ancillary accommodation to form a double garage and tourist accommodation - permitted.
The Proposal
Now proposed is the installation of solar heating panels on the middle part of the annex on the southern pitch. The panel will be 2.2m by 1.7m.
Assessment
The property is a modern looking structure with a mixture of tile types - smooth Rosemary red tiles and double Roman ridged tiles. The impact of the introduction of a solar panel on this building is therefore not adverse in terms of visual change and the benefits of solar gain and from the creation of renewable energy are to be encouraged.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
