Officer's Report
The Site
The site represents the footprint of an existing property situated on the northern side of Arbory Street. The premises are used as a beauty therapy facility.
Planning Status And Relevant Policies
The site lies within an area designated on the Castletown Local Plan of 1991 as Mixed Use as it is on the draft Castletown Area Plan of 2001. The property also lies within Castletown’s Conservation Area.
Planning History
Planning permission was granted for the conversion of the premises from an office to a dwelling under PA 01/0161.
The Proposal
Proposed here is the replacement of the existing windows and the installation of four rooflights. The existing windows are on the ground floor, two horizontally proportioned windows each with a fixed larger lower light and a smaller upper light which is subdivided into fourteen small lights, seven on top of seven. Above, the vertically proportioned windows are filled with a fixed lower light and outward opening upper light which is subdivided into six smaller panes. In the second floor the windows are fixed lights, each being subdivided into nine smaller panes.
The proposal involves the installation of fixed lights in the second floor and sliding sashes on the first and ground floors and the re-finishing of the roof with natural slates in place of the fibre cement tiles.
Also proposed is the introduction of Velux’s Conservation type rooflights on the front pitch.
Representations
There is support for the proposal from the owner of the neighbouring property at 30, Arbory Street.
Assessment
The proposal involves the re-introduction of the appropriate form of glazing for the property, and the introduction of conservation-style rooflights and re-roofing with a more sympathetic material, bearing in mind the age and character of the property and the fact that it lies within the Conservation Area. The proposal would therefore comply with the requirement for enhancing the character and appearance of the Area and the buildings within it in accordance with the requirements of the 1999 Act and Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The owner of 30, Arbory Street is immediately adjacent to the property and as such should be afforded party status under section 2(a) of the Town and Country Planning (Development Order) Procedure Order 2006 - Government Circular 1/06.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the replacement of windows, installation of Conservation type rooflights and re-slating of roof all as shown and described in the plans reference WL/07/1036/1 and -/2 and the location plan all received on 21st May, 2007.
