This is a joint report to consider two applications for the planning permission and registered building consent.
The application is essentially seeking planning permission for an extension of the circulation core above the proposed roof to allow access to a roof garden.
The circulation core and roof garden would be set back from the front, side and rear elevations of the building. The circulation core would not be visible from the street level when viewed from a variety of locations. The proposal would not adversely affect the overall integrity of the scheme. The proposal would not adversely affect the visual amenities of the street scene and nor would it adversely affect the character of the remaining part of the registered building.
I have considered the content of the application with particular consideration to POLICY RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01.
I concur with the findings of the Area Planning Officer, had the proposed been readily visible, I might have had a different conclusion. I do not consider that the proposals have an adverse impact on the Registered Building.
I therefore recommend that Planning Permission and Registered Building Consent be granted subject to conditions.

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
