The application site East Ballabane, Andreas, consists of a barn, a former cow house, garages and a residential dwelling which is the building the submissions deals with. East Ballabane is located on the northern side of the A10 road, west of Ballabane Farm and is northwest of Bride Village.
Land Use Zoning / Planning Policy
The application site is within an area recognised as being an area of ‘white land’ not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, or within an area zoned as high landscape value.

Proposal
The application proposes the additional use of the dwelling as self catering tourism accommodation. Representations Andreas Parish Commissioners have no objection Highways Division do not oppose
The Chief Fire Officer:- The open plan staircase is inherently unsafe from a Fire Safety viewpoint. A fire starting in either the kitchen or lounge may have the potential to trap persons on the upper floor. I recommend the provision of a door to the kitchen and a door and frame to the lounge.
The IOM Water Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Assessment / recommendation
Business Policy 13 states:- Permission will generally be given for the use of private residential properties as tourist accommodation providing that it can be demonstrated that such use would not compromise the amenities of neighbouring residents.
The closest neighbouring dwelling is located approximately 200 metres east of East Ballabane at Keilthustag. I therefore consider the proposal would not have any adverse impact upon the residential amenity of the nearby dwelling and therefore complies with BP13.
The proposal provides adequate parking provisions, turning provisions and adequate visibility sprays and therefore complies with the highway appropriate standards.
Regarding the comments from the Chief Fire Officer, whilst I consider the issue to be a Building Regulations matter, it is worth noting that the applicant has submitted a additional plan showing the recommendations of the Fire Officer.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
