The site represents a piece of land situated to the south of the Stoney Mountain Road, accessed past and to the west of The Bungalow and a vacant piece of land. The site presently accommodates a weigh bridge and temporary containers.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 at the edge of the Stoney Mountain Plantation Woodland and as "white land", that is not designated for development. The site also lies within a much wider area of interest to nature conservation.
The following applications have been considered on this and the surrounding land:
PA 00/1442 (for the site and the land to the north and the access road) - change of use of part site for storage of concrete materials and mixing of concrete - permitted
PA 00/2484 (for a small part of the application site) - location of bulk storage site for cement - permitted
PA 01/1783 (for the site and the vacant site above) - approval in principle for the erection of light industrial units - refused

PA 01/1784 (for the site and the vacant site above) - change of use to create inert building materials recycling unit - permitted on appeal
PA 04/0125 (for the site and the access) - construction of landscaped earth mound to screen an inert building recycling plant and location of a mobile cabin office and septic tank (retrospective) - permitted.
The planning status is perhaps summed up in the appeal inspector's comments on PA 01/01784 where he states "Although the land is not designated for any industrial type uses, it is a matter of fact that it has had a valid approval and use in the past for industrial type uses and new industrial operations have been approved on the cleared area of which the appeal site forms part. The use of the site for the proposed recycling unit for inert materials seems to me to be compatible with the adjoining concrete mix plant operation." This was an appeal by Malew Commissioners, supported by local residents who were concerned about access.
Proposed here is the erection of a building for use as a storage shed for maintenance and storage. The building will be 14m long by 9m and 5.6m in height to the ridge. The external sheeting will be beige/light grey coloured.
The site is visible only from some distance away, from the south east (A24) on the approach to The Eairy from The Garth. The backdrop to the site is the edge of the plantation so finishing the buildings in dark green sheeting would lessen their impact from the longer view. However, I have spoken with the applicant who advises that the building to be erected is an existing one which is beige and whilst perhaps it could be painted, eventually it will be screened by the bund (PA 04/0125).
The building may help to tidy the site up and result in a more organised appearance. There is a commitment through earlier approvals to the use of the site for these purposes.
The requirement of the Department of Transport for the provision of two parking spaces for staff is perhaps unnecessary bearing in mind the size of the site and the scope for parking, particularly bearing in mind the existing temporary buildings and existing use of the site.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a maintenance/storage shed as shown in drawings 01 - 05 received on 12th March, 2007.
C 3. Within three months of this permission becoming final, the building hereby approved must be painted. The applicant is encouraged to consider the painting of the building in a dark green colour to blend in better with the backdrop of the plantation, as viewed from the south east.
