IN PARTICULAR THE REVOLVANT FIRE SAFETY PRECAUTIONS THAT ARE TO BE PROVIDED AND THE PROVISION OF INFORMATION THAT MAY BE USEFUL TO THE BRIGADE IN RESPECT OF FIRE FIGHTING AND OPERATIONAL PLANNING.

The original application proposed temporary storage of hazardous waste in up to 50 bunded and covered pallets at the southern end of the existing Energy from Waste Facility at Richmond Hill, Braddan, as an interim measure to centralise management before a full Waste Management Park is developed, comprising a variation to Condition 5(5) of the 1998 Order which restricts waste to that for which the plant is designed. The applicant argued this would improve waste management by aggregating wastes for economic transhipment off-Island in UN-approved containers, with no repacking or processing on-site. The Planning Directorate supported approval subject to conditions, noting no adverse visual or amenity impacts. The inspector, after a site visit under written representations, found the proposal sensible for centralised storage with no visual impact if limited to the specified area, recommended approval with conditions including a varied Condition 5(5) and limits on pallets and storage methods, and noted a separate waste disposal licence would be required. The Council of Ministers accepted the recommendation and approved the application on 5th October 2007 subject to conditions.
