Officer's Report
It is proposed to create a new vehicular access to Renscault Farm, East Baldwin. At present, the farm is accessed via an existing track that follows the field boundaries, is not readily visible within the landscape but does not give direct access to the farm complex. It is proposed to create a new track that offers a more direct route to the farm which would involve the reaction of a new access onto the B21.
The applicant has been in consultation both with this office and the Department of Transport Highways Division who advise of no objection.
The access would be provided with adequate visibility splays, which it is not considered will detract from the setting of the dwelling within the landscape. The new access will be more visible that the existing, however, it is considered that the benefits both in terms of direct access to the farm and visibility, out way any adverse visual impact.
The Department of Transport Highways Division advise of no objection and the MEA advise that there are overhead cables within the vicinity of the access.
It is considered that the Department of Transport accord with the provisions of Planning Circular 1/06 and as such should be afforded Interested Party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This appropval relates to Drawing Numbers 06/J009 - 01; 02; 03 and letter, submitted as part of this application and date stamped 1st February 2007.
C 3. No approval is hereby granted or implied for the erection of lighting along the length of the driveway.
N 1. There is LV overhead line running alongside the proposed track and any works in this area must be in line with Health and Safety Guidance Note G56.
