Dear Ms Callow, Rushen Parish Commissioners have considered the following planning applications and their views are as follows:
a) 06/2075. Barn, The Old Vicarage, Barracks Road. Conversion of ground floor of barn to provide ancillary accommodation. A further drawing received showing how the parking could be accommodated within the boundary. No objections.
b) 07/0127 Carrick Lodge, Shore Road. Mr & Mrs Hillas. Alterations and extensions. No objections
c) 07/0122. 6 Hill Park, Ballakillowey. Mr Holland. Alterations and extension to create additional living area/bedroom and double garage. No objections.
e) 06/1930. Level Garage Site. Modena Developments. Erection of two detached dwellings and associated parking and landscaping. Copy of site plan drawing with the site boundary and the outline of the former garage building indicated.
The Commissioners still maintain that the properties are too large for the site. They are positioned too close to the main road and are being built almost to the extreme edge of the boundary. Part of the road is being taken as a pavement and this gives the appearance that the site is larger than it is, thus enabling the dwellings to be positioned closer to the boundary than they would otherwise be permitted. There is also concern that the letter box, which is positioned outside the boundary, is not shown and the area of land where it sits seems to be taken as part of the entrance/boundary.
f) 07/0253. Rushen Primary School, Church Road. DoE. Proposed covered waiting area. No objections
g) 07/0255. Rushen Primary School, church Road. DoE. Proposed canopy to safe play area. No objections
h) 07/0268. Ballahane Cottage, Truygan Road. J D Maddrell. Replacement windows to front elevation. 'like for like' exchanging wood for pvc. No objections.
i) Geay Varrey, Howe Road. Mr D Homes. In Principle. Application for approval in principle to extend property at first floor level above existing garage, change existing garage into living space, erect new garage set back from building line and create new area of paving for 2 vehicles. No objections.
j) 07/0262. Part of field 414129 adjacent to Glen Chass Road. D & G Maddrell. In Principle. Application, in principle for a 2 story plus attic studio, detached dwelling with smallholding/allotment garden/orchards. This would be a new development in an Area of High Scenic Value. The land is not zoned as 'residential'. From reading Mr Maddrell's letter it would seem that he would need to build a very large house to accommodate all his family. The Commissioners are opposed to this application.
k) 07/0260. Garden of Robin Hill Farm, Cronk-e-Dhooney. Mr & Mrs Cripps. Single storey timber framed/timber clad Cattery in the garden of Robin Hill Farm House, adjacent to field 410341. Cattery for the boarding of cats – number of sleep/pens 14, pus kitchen, store and reception, and associated works. The Commissioners note that this development is in addition to the proposed two agricultural sheds and is positioned alongside them. Whilst they have no objection to a Cattery being built on Robin Hill Farm they would prefer to see it positioned on the other side of the field so that the three sheds would not be in a continuous run, as requested, which would have an undesirable visual impact on neighbouring properties. The Commissioners would also like to see a Condition made that under no circumstances should the Cattery be turned into a Kennel facility at any time in the future.
l) 07/0010. Robin Hill Farm, Cronk-e-Dhooney. Mr & Mrs Cripps. Amended Plans. Erection of two agricultural livestock buildings. No objections.
