The Site
The application site comprises the buildings and land associated with Marown School, Glen Darragh Road, Glen Vine.
Planning Status
The application site is designated as being within an area of buildings for civic, cultural or other special use under the Marown Local Plan.
Planning History
There are no previously submitted planning applications considered material to this application.
The Proposal
The proposed development comprises the construction of a free-standing canopy to be situated immediately adjacent to the existing main school building forming a 'safe play area'. This would be constructed using a steel frame with a polycarbonate roof attached.
Representations
The following Statutory representations have been received:
Marown Parish Commissioners have no objections to the application.
The Department of Transport Highways Division has made no comment on the application.
The Chief Fire Officer has requested that the applicant consult with Fire Safety Department as this type of property falls within the scope of the Fire Precautions Act 1975.
There have been no privately written representations received.
Assessment
Issues to be considered with the application include:-
- (A) Impact on any neighbouring properties.
- (B) Relation of proposal to the existing building.
Consideration of issues:
- (A) This proposal must be considered with regard to any neighbouring properties that may be affected by the development. The properties most likely to be affected are those located on the main road as these look out onto the proposal site from their rear elevations. It is considered that the overall effect of the development would be minor with very little, if any, detrimental impacts on amenity. In terms of visual impact, the canopy is relatively modest in its design and massing and is considered appropriate as part of the school buildings.
- (B) The proposed canopy is considered to be acceptable within its surroundings and provides an important facility to the school. The proposal also sits within the existing building lines of the main school building and the mobile classroom.
Recommendation
I consider the overall level of development contained within the proposal to be relatively modest and in keeping with the existing buildings. I am satisfied that the proposal does not significantly affect public or private amenity.
I recommend that the planning application be approved.
Party Status
It is considered that Marown Parish Commissioners meet the criteria of Government Circular 1/06 and should be afforded interested party status.
