Officer's Report
The Site
The site represents a semi-detached house situated at the eastern end of the row of housing on the northern side of Queen Street. The site has to its east the car park and opposite is a gap between two rows of terraced housing which backs onto the sea.
Planning Status
The site lies within an area of Residential use on the Castletown Local Plan of 1991 and the draft Area Plan of 2001. The site also lies within Castletown's Conservation Area which specifically extends away from the town centre to include Queen Street.
Planning History
No planning applications have been submitted in respect of this site.
The Proposal
Proposed here is the installation of a satellite dish on the front of the south-facing chimney which sits on the eastern side of the property next to the car park. The dish will be 43cm in diameter and it will be black (confirmed by e-mail dated 18-4-07).
ASSESSMENT
Whilst the cluttering of roofs with domestic paraphernalia such as aerials and satellite dishes, they are an indication of modern life and can be found elsewhere in the vicinity. Whilst the property is within the Conservation Area the dish will not detract from its character or appearance.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The views of the mea relate to working practices around the installation of the dish and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of a 43cm diameter black satellite dish as shown in the submitted plan and photograph both received on 16th February, 2007.
N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
