Officer's Report
The Site
The site represents the curtilage of number 8, Palatine Road which sits on the corner of Palatine Road and a rear lane which backs onto the rear of the terrace of properties fronting onto Ballaquayle Road. The property fronts onto Palatine Road and the main two storey part of the building is part of a short terrace of four properties whose architecture and appearance mirrors that of the longer terrace opposite. The buildings are distinctive with attractive banding around the windows and contrasting very thick roughcast rendered walls.
This property also has a flat roofed double garage attached to the northern elevation.
Planning Status
The site lies within an area designated as Predominantly Residential on the Douglas Local Plan of 1998.
Planning History
Planning permission was sought and granted for the replacement of the windows under PA 00/00460.
The Proposal
Proposed is the conversion of one of the garages to provide additional living accommodation. The applicant and the applicant's medical practitioner have provided details of the applicant's health problems which have resulted in mobility problems and the conversion of the garage will enable him to move about his property on a single level and much more easily. The applicant has his wife and two daughters (including two grandchildren) living at home with him, so space is at a premium.
The external appearance of the property will change through the replacement of the existing garage door with a door and glazed light serving the bedroom and shower and toilet facilities behind. The building is set back from the highway by at least a vehicle's length and thus the proposal will not adversely affect road safety or parking provision sufficient to warrant refusal of the application.
The proposal is acceptable in any case, without reference to the applicant's personal circumstances.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The applicant's occupational therapist is not directly affected by the proposal although her support and information provided by her is welcome. This party should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the conversion of the existing garage nearest the house to additional living accommodation as shown in drawing reference TK/1 received on 12th January, 2007.
