The Site
The application site represents the curtilage of a terraced dwelling located at 20 Kensington Road Douglas. The dwelling, which is occupied, is located adjacent to, and set back from, the road by a small railed wall. To the rear of the property is a lane that serves Kensington Road and Brighton Terrace.
Planning Status
The site is located within the Douglas (Woodbourne Drive) Conservation Area which is found within the Douglas Local Plan Order 1998. This area is identified as Predominantly Residential. The special nature of Conservation Areas, results in tighter planning controls and obligations in respect of demolition, new development and property alterations.
Planning History
There are no previous applications considered relevant to this application.
The Proposal
The application seeks full detailed approval for the replacement of existing timber-framed windows with UPVC casement type windows to the front and rear of the dwelling at 20 Kensington Road, Douglas.
Representations
Douglas Corporation has no objection to this application.
ASSESSMENT
The existing windows are timber framed casement windows. The proposal is to install uPVC casement windows which will be close to identical in style to the existing windows. All the windows will have the same method of opening as the existing. There are other uPVC casement windows in the vicinity of the application site. It is considered that the proposal will have a neutral impact on the character and appearance of the Conservation Area. I therefore recommend that the application be permitted.
RECOMMENDATION
It is recommended that the application be permitted.
PARTY STATUS
It is considered that Douglas Corporation accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status.
