Planning Circular 3/89 Renovation of Buildings in the Countryside
Requires redundant, substantially intact and structurally capable countryside buildings of architectural/historic interest to be suitable for renovation without replacement. Officer found barn met architectural interest (para 2) and structural criteria (para 7) per engineer's report but failed redundancy test (para 3) as currently let/used as cow house. Tension arose from applicant's claim of uneconomic upkeep despite active agricultural letting.
Approve. The Commissioners would like to add the proviso that the houses must be for rental only and remain part of the estate.
No objection but wish to be notified of the result. Recommends provision for barn owl box in detailed application if consent forthcoming.
makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

Society for the Preservation of the Manx Countryside & Environment
ObjectionThis barn is stated to be rented-out to a neighbouring farmer as a ‘cow-house’. It is not, therefore, strictly redundant. Furthermore the Structural Report says that it is occupied by cows!; The Society therefore OBJECTS.
Manx Bat Group
ObjectionAt the present time, any bats will be hibernating, but by early April bats should emerge from hibernation and their present can then be detected using bat detectors.; In the interests of bat conservation, we would ask the Planning Committee to take note of these recommendations.
Conditions requested: prior to any construction work on site being authorised, it would be advisable for a bat survey to be carried out; ivy stems to be severed and for the ivy to be left to wither in situ prior to its eventual removal
Wildlife & Conservation Officer
No ObjectionI therefore do not object to this application, but wish to be notified of the result.
Conditions requested: if consent is forthcoming, I recommend that provision for barn owls be required in a detailed application; include a barn owl box and access in the attic of a barn conversion
