Officer's Report
THE SITE The site represents the curtilage of a newly constructed industrial unit situated in the new complex of units on the northern side of the Balthane Road. The unit is at the end of the first cul de sac on the right as one enters the new development.
PLANNING STATUS The site lies within an area designated as Proposed Industrial on the Isle of Man Planning Scheme (Development Plan) Order 1982.
PLANNING HISTORY The units were permitted under the provisions of PA 04/0024.
THE PROPOSAL
Proposed here is the installation of six new windows - two in the rear (one at ground floor level and one above) and four on the side elevation facing towards existing buildings in Balthane, to between floors and one on the ground floor and one on the first floor alongside.
Assessment
The new windows do not have an adverse impact on the appearance of the site or the occupation of the existing units round about. I can find no record of the provision of a mezzanine floor in the originally permitted building.
The application has been re-advertised to include the provision of the mezzanine floor. Whilst this creates more floor space with no additional parking provision, this is only part of the existing overall floor area (ie, not a complete new floor at first level) and will make better use of an existing building without extending the land take. The additional floor space is unlikely to result in a much greater need for parking spaces.
A similar proposal was recently permitted for the unit on the other end under PA 07/0385.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Manx Electricity Authority raise issues relating to the supply of electricity to the development, which is not a material planning consideration and as such they should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of windows and the creation of a mezzanine floor all as shown and described in drawings reference 30A and D.580/10 received on 26th January, 2007 and 15th February, 2007 respectively.
