Site
The 2 Chestnut Cottages, Main Road, Ballaugh, is part of a pair of two storey semi-detached properties which are located on the southern side of the Main Road and east of the Ballaugh Bridge.
The boundary treatment shared with the neighbouring property Chestnut Cottage consists of a 1.8 metre high wall which runs the entire length. Along the western boundary shared with Roslyn Cottage the boundary comprises of a 1.2 metre high wall as well as 2 metre high hedges.
Land Use Zoning / Policy
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, however is within an area zoned as high landscape value.
Proposal
The application proposes the erection of a conservatory to rear elevation. The proposal would have a rear projection of 4.6 metres, a width of 3 metres and a maximum height of 3.2 metres.

Ballaugh Parish Commissioners:- No objection
The Drainage Division make no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Assessment / recommendation
The proposal would cause no adverse impacts through loss of light, overbearing impact and/or loss of privacy to the detriment of either neighbouring dwelling. For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 01 P1, 02 P1, 03 P1 and 04 P1 all received on 4th December 2006.
C 3. Obscure glazing (Grade 5) shall be installed in the East elevation of the conservatory and shall be kept and maintained thereafter.
N 1. There must be no discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
It is noted that the surface water from the property is to be discharged via a soakaway. The use of soakaways are subject to Building Control approval and if this approval is not granted, the Drainage Division would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought.
