Officer's Report
The proposed alterations are relative minor and do not materially change the external appearance of the building. I consider the works would not adversely affect the visual amenities of the locality. I therefore recommend that planning permission be granted.
In relation to the comments made by the Isle of Man Victorian Society, The only part of the apartment block which is registered is the tower. An application for registered building consent is not required.
Conservation Officer'S Supplementary Report:
In reply to The Isle of Man Victorian Society's comments regarding the requirement for a Registered Building Consent, the application (98/00279/GB) to re-develop the former hotel to create 46 apartments, Douglas Head Hotel, Douglas Head, Douglas was permitted in December 1998.
The application allowed for the substantial removal of the Hotel leaving the stone, central tower, effectively the only part of the fabric now considered Registered.
A Note forming part of the Schedule of Conditions states:
"This notice also constitutes Registered Building Consent."
Having considered the content of this former application and the subsequent approval notice, I consider that it is reasonable that a Registered Building Consent is NOT required for this application.
In relation to the Department of Transport's comment, the unit is already residential. There is no intensification of use in term of providing an additional flat. I therefore consider the suggested condition is unnecessary and irrelevant to the proposed development.
Party Status
Whilst IoM Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to fire safety matters and not planning and as such should not be afforded party status in this instance.
The Isle of Man Victorian Society do not accord with Government Circular 1/06 and therefore should not be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to alterations to apartment to provide an additional bedroom and the installation of two new windows as shown on drawing numbers P-01, P-02, P-03, P-04 and P-05 date stamped 5th December 2006.
N 1. The applicant is advised to consult with the Fire Safety Department as this scheme will fall within the scope of the Fire Precautions (Flats) Regulations 1996
