Officer's Report
Planning approval is sought for the construction of an agricultural building at Ballamoar Farm, Ballamoar, Patrick.
The building, which would be 41.3m x 13.7m and would be sited adjacent to the existing farm buildings, with a 4m separation distance. Access to the existing farm yard would be via a track that would result in the loss of a derelict building and a small number of self seeded Sycamores.
The building, which is required as part of the Farm Assurance Standards, would be visible from the adjacent highway, but would be viewed against the backdrop of the existing farm buildings.
The Department of Agriculture, Fisheries and Forestry Division have advised of no objection subject to there being no development within 8m of the nearby watercourse, and the SPMCE advise of no objection but query the finish colour. Patrick Commissioners advise that they have no comment to make regarding the proposal. The Chief Fire Officer recommended the installation of smoke detectors, which are not considered relevant in this application.
The building would be sited some 18m from the watercourse at its nearest point and would be finished in tanalised Yorkshire boarding and grey fibre cement sheeting for the roof, which will weather in time. The materials and siting are considered to be acceptable and accordingly it is recommended that the application be approved.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:
