Officer's Report
In respect of the impact on the street scene of Devonshire Road, the proposal is set to the rear. The proposal will be partially visible from the public highway. The extension is subservient in nature. I consider the proposal will not adversely affect the street scene of Devonshire Road.
In respect of the impact on No. 37 Devonshire Road, the application site is set to the east of the neighbouring property. The extension will project approximately 0.2m beyond the rear building line of the conservatory at No.37. I consider the proposal will not cause any significant impact from overshadowing onto the neighbouring property.
In respect of the impact on No. 33 Devonshire Road, the application site is set to the west of the neighbouring property. The extension is set a significant distance off the boundary. Furthermore, the dwelling of No. 33 is set a significant distance off the boundary. I consider the proposal will not adversely affect the neighbouring property from overlooking and overshadowing.
The Fire Service is concerned that the open plan nature of the internal staircase is inherently unsafe from a fire safety viewpoint. This is a building control matter and not a planning matter. I therefore
attach no weight to the representations made by the fire service in the determination of this application.
I therefore recommend that planning permission be granted subject to conditions.
Party status
Whilst IoM Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of single storey rear extension as shown in drawing numbers 01, 02 and 03 date stamped 10th November 2006.
C 3. No facing and roofing materials shall be used other than materials similar to those used on the existing building.
N 1. The Fire Safety Department recommends that a door is provided separating the staircase from the Study/Kitchen/Dining room.
