The site represents the curtilage of the former Santon Primary School buildings which sit on the northern side of the A5 highway opposite the Santon Motel and the junction with the B26 highway leading to the Old Castletown Road (A25). The site accommodates the former primary school which is now used by the Department of Education as a professional development centre. Access is provided from the A5 via a lane and driveway from the lane to the buildings and car park.
The site lies within an area designated on the 1982p as Primary School.
The following planning applications have been submitted in respect of this site:
Proposed is the provision of new gates and stone pillars to the existing vehicular access. The new pillars are in more or less the same place as the existing ones but of different proportion and height. The existing gates are industrial and functional - the proposed are more attractive with a curved shape and vertical posts all to be painted black and gold rail heads and bushes.
The proposed new gates create no significant impact in terms of the means of access to the site but are visually an improvement on the existing arrangement. However, Santon Commissioners consider that the proposed gates are ostentatious and the cost of such gates and walling should be considered as a reason for refusing the application. The cost to the tax payer is, however not a material consideration. Whilst perhaps more elaborate than rural gates may normally be, they are undoubtedly an improvement on the existing gates and some distance from the public road. Whilst the pedestrian kissing gate is to be replaced with a solid wall, thus removing pedestrian access at times when the main gates are closed, as this is no longer a children's school, it is likely that at least for the present time, pedestrian access to the site is not required and that security and preventing unauthorised access is more important.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Manx Electricity Authority raise concerns regarding existing electricity supplies and working practices around them which are not material planning considerations and as such the Manx Electricity Authority should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the replacement of the existing gates and walling all as shown in drawings reference 16815-01, 02 and -03 all received on 23rd November, 2006.
N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
