The site represents the holding of Ballachrink Farm which sits on both sides of the A25 Old Castletown Road between Glen Grenaugh and the junction of the A25 with the A5.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance with patches of Woodland.
The following applications have been submitted in respect of this site:
Proposed now are the matters reserved from PA 06/0170. The approval in principle required that the proposed dwelling be modest and traditional, designed in accordance with Planning Circular 3/91, the visibility available to drivers emerging from the entrance must be increased to 2m by 54m and that the proposed dwelling must be sited as close as possible to the existing farm group.
The proposed dwelling is to be sited as close as possible to the existing farm group without adversely affecting existing trees which separate the barns from the road (two trees will be removed but these are pines of poor quality). The siting accords with Planning Circular 3/88 and the approval in principle in that it is as close as possible without compromising the privacy of the future occupants of the new property or the workings of the farm.
The property will be single storey and with a pitched slated roof with traditional chimneys on each gable. The property has a small stone porch and a small rear annex. Conservation rooflights are proposed - four in the front pitch and three in the rear.
The visibility will be improved by removing undergrowth alongside the road and realigning the existing entrance to provide the 2m by 54m as required.
The proposal would appear to accord with the conditions of the approval in principle in terms of its siting, design and appearance and the satisfaction of the highway improvements (there is no objection from the Department of Transport). The proposed dwelling is a neat and modest property and will not have any adverse impact on the appearance of the farm complex from the A25.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst the Isle of Man Water Authority and the Manx Electricity Authority represent statutory authorities, the points raised in correspondence relate to servicing of the development and working practices and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a farm worker's dwelling together with the installation of a new septic tank, hedging and access improvements all as shown in drawings reference WL/06/1009/1, -/2 and the site plan all received on 3rd October, 2006.
C 3. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any Order revoking or re-enacting that Order) no extensions, greenhouses, walls, gates, fences, garden sheds, summerhouses, flag poles, decking, garages, or tanks for the storage of oil for domestic heating shall be erected (other than those expressly authorised by this approval.)
C 4. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005, no window nor rooflight may be replaced other than as an exact replacement of the windows which are hereby permitted, without the permission of the Planning Authority.
C 5. The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was in agriculture in the Island and including the dependants of such persons as aforesaid.
C 6. The improvements to the existing access, as shown in drawing WL/06/1009/2 must be undertaken as permitted prior to the commencement of any other works on the proposed dwelling.
N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
N 2. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss
working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
