The Proposal
Proposed here is the replacement of the existing timber fire escape staircase at the rear of the property with a new steel staircase with lockable gate at the bottom and railing across the balcony. The timber staircase was added in the 1990 application.

Assessment
I have considered the content of the application with particular consideration to Policy RB/5 Alterations and Extensions to a Registered Building as set out in Planning Policy Statement 1/01.
The proposed is the installation of guard rails to the flat roof and a replacement staircase.
The works are proposed to the rear of the property over a modern, (1980's?) flat roofed extension and essentially replace existing, modern (all be it timber) staircase and railings with 'off the peg', galvanised items.
I do not consider that the proposed have a detrimental impact on the character of the Registered Building as the works are to the modern, rear section and, to the best part, away from public view.
I therefore recommend approval of this application.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. PRIOR to the commencement of any building works a photographic survey must be undertaken to record the rear of the property and submitted to the Planning Committee for approval. Such a record is to be prepared in consultation with the Conservation Officer of the Department.
