The site plot 4 Gardeners Lane, Ramsey, is a vacant plot of land off Gardeners Lane.
The dwelling has been zoned under the Ramsey Local Plan Order 1998 as being within an area of predominately residential use; the site is not within a Conservation Area.

The application proposes the addition of upper floor to provide habitable space and external staircase to approved garage.
The proposed height of the garage is 6 metres, compared to the original garage height of 4.3 metres. The length of the garage is increasing from 4.5 metres to 5.6 metres. Within the front elevation roof space the application proposes to erect a pitched roofed dormer window and two velux roof lights. Access to the accommodation above is via an external staircase located on the eastern elevation of the garage.
The Ramsey Commissioners have no objection. Highways Division do not oppose subject to the imposition of the following condition: One additional off street parking space is provided within the curtilage of the dwelling. The application seeks to add a flat above the garage, and as such will generate the need for additional parking.
The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Plot 4 currently has an approval for a two storey detached property with detached double garage. This application seeks to provide additional living accommodation above by increasing the overall height/size of the previous approved garage. Consideration needs to be taken to ensure the proposal would not result in loss of light and/or loss of privacy through overlooking from the proposal. It must be noted that the layout and design of the neighbouring property at plot 6 (west of plot 4) is not as shown in the submitted location plan. There has been a recent application (06/00779/B) which has been approved for a single storey detached bungalow with an attached double garage. I therefore must take this application into consideration when considering possibly issues the proposal will have on residential amenity of the neighbouring property.
Whilst the proposal would have a larger footprint and height than the previous approved double garage, due to the distance between the neighbouring property (plot 6), the orientation, and because of the area most affect would be part of a driveway to give access of the rear double garage to the highway, I do not consider the proposal would result in a significant adverse impact through loss of light or loss of privacy.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
