The application site comprises of a detached dwelling that is located in the Dreemskerry area of Maughold.
The proposed development comprises of the alteration and extension of the dwelling to create a new porch, bay window and dormer window within the dwelling.
Whilst the application site, and the dwelling contained within it, has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of the current planning application.
Maughold Parish Commissioners do not object to the planning application. The Department of Transport Highways Division do not oppose the planning application. The Manx Electricity Authority request that an informative note be attached to any approval decision notice.
The Society for the Preservation of the Manx Countryside and Environment objects to the planning application. The grounds for their objection can be summarised as concern that the original form of the dwelling has been
despoiled by previous extension and that the development proposed by the current planning application adds to their concerns.
The application site is not designated for any specific purpose under the 1982 Development Plan Order. It is also within a wider area of land that is designated as being of high landscape or coastal value and scenic significance.
It is considered reasonable to say that the dwelling represents a dwelling within the countryside.
The appearance of the existing dwelling has been significantly changed by previous extensions and alterations. As such it is considered reasonable to say that the form of the dwelling is no longer primarily traditional. The overall level of development proposed by the planning application is felt to be quite modest and its impact limited, particularly as it is restricted to the rear of the dwelling. The effect on public and private amenity is considered to be acceptable.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Maughold Parish Commissioners; The Department of Transport Highways Division; and The Manx Electricity Authority.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no. 060062/1 date stamped the 5th September 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.

Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
