Planning Report on PA 06/1529 Prepared by Brian Sniden 1. The Site The site is that in respect of which planning approval was granted, under references 06/148 and 06/368, for an additional car park for Kenaique School. This is under construction. 2. Development Plan status On the Douglas Local Plan, the site falls within the Open Space comprising Purpose Golf Course. 3. Planning History It is material to have regard to PA 06/148 and PA 06/368, whereby approval has been granted for use of the site as a car park for the school, and for the associated engineering operations. 4. Proposed Devi The application proposes the erection of a "mobile" classroom on the site. This would accommodate a single class, with associated toilet and store-room. The devil would effectively thwart the use of the land as a car park. 5. Representations The Highway Authority's decision not to oppose the devil is conditional upon any approval being time-limited and the existing parking management regime being operational during that period. The MEA has recommended conditional approval, requesting consultation in relation to existing major infrastructure "crossing the area of the site". 6. Assessment The Highway Authority has been persuaded that loss of the recently approved car-parks as such does not warrant refusal of the application. The need for additional accommodation is "partly due to a rise in the number of pupils... and partly due to changes in the methods used to deliver the curriculum..." Whilst it may be surprising that these matters were not considered, or available for consideration, last year, when the application for the car-parks was made, assessment of the need for additional classroom space is a matter for the Education Authority. As a temporary method of meeting that need, this proposal is acceptable, if disappointing. The application indicates that "consideration will be given for the inclusion of a 2-classroom extension in the capital programme". 7. Party Status All of those gov't agencies which have made representations have sufficient interest to be accorded party status. 8. Recommendation Approval. Conditions: - (1) SCI (4 years) (2) This approval is for a maximum period of 5 years from the date of this notice; if, at the end of this period, there is not in place planning approval for a further period, the mobile classroom must be removed from the site, and the use of the site must revert to a car park. (3) The existing staggered arrival and leaving times and the car parking management regime must remain in operation during the period specified in condition (2) above. (4) Prior to the commencement of any works the applicant must consult with the MEA (tel: 687105) to discuss working practices around existing cables in the area of the site; the alert must be undertaken in accordance with the recommendations arising from this consultation. (5) Subject to the above conditions, this approval relates to drawings numbered KM/01 and /02 and date-stamped 5.9.06. Notes 1. Consultation with the Disability Access Office and the Fire Safety Dept is recommended.
