Ref: Approval in principle to erect a detached Farm Workers Dwelling in Field No 210313, Jurby West Village, Jurby. For Mr & Mrs D. Cleator.
We are pleased to enclose four copies of our drawings numbered 06 0030/1, 06 0030/2, 06 0030/15, 06 0030/16 and 06 0030/17, showing the Existing Vehicular Access, Site Plan, Location Plan and Rented Land Details, together with four copies of twelve sheets of photographs numbered 06 0030/3 to 06 0030/14, for the above mentioned proposed works with four copies of the planning application form for the approval in detail, duly completed and a cheque in the sum of £105.00p, for the appropriate planning application fee.
Two copies of the enclosed drawings and planning application form are for onward transmission to the Design Division of the Department of Transport and the Jurby Parish Commissioners for their consideration.
We would be obliged if you could place this application on the Agenda of your next Planning Committee Meeting and advise us of the outcome in due course.

Mr and Mrs Cleator have been living in Andreas village since September 2004 whilst building up their agricultural business.
As the business has expanded it has become apparent that they need to live closer to the main centre of operation for the business. Mr Roy Cleator is gifting the family two fields in Jurby West Village of which Field Number: 210313 would make an ideal site for an agricultural dwelling for the business.
The business is dedicated to the production of young bulls and heifers from the herd of suckler cows. Young bulls and heifers which are not retained for breeding are sold to other farmers for breeding or finishing.
The suckler herd which started with 12 cows in 2004 now comprises of 23 cows, 3 in calf heifers, 5 other heifers, 2 breeding bull, 3 young bull calves and 3 young heifer calves. It is anticipated that the suckler herd will increase to 47 cows by 2008.
The farm currently totals 56 Acres of land of which 25 Acres are on a continuous tenancy agreement, 25 Acres on a 5 year tenancy with an option to renew and 6 Acres rented on a Summer let basis. The plan for the business is to extend the acreage to 104 acres by the end of 2008.
Of the 56 acres, 35 Acres are situated at East and West Nappin and the rest at Sandygate.
The Department of Agriculture, Fisheries and Forestry has given approval for the business to receive grant under the Young Farmers Setting Up Aid Scheme 2004. This scheme is to assist young farmers who have set up a farming business. They have to demonstrate that they are capable of producing a business plan and can actually run a successful business.
This shows the man hours per year required to run the business Man Hours as at August 2006
Planned Man Hours as at December 2008 *Standard Man Hours Number of labour units required = 2037/1900 = 1.07 labour units
This demonstrates that the business within a very short period of time can justify an agricultural dwelling. (Based on DAFF’s figure of 2000 man hours per year)
The planning application to build an agricultural dwelling shows that the preferred site is in Field 210313 in Jurby West Village because of the following reasons:-
1/ It is within the village itself.
2/ The site belongs to the family and it is actually central to the business activities. (All other land used by the business is rented)
3/ Other dwellings that come on the market in Jurby West Village are prohibitively expensive for a young couple with a family who are trying to expand a business.
4/ When Mr Roy Cleator retires, the business will then take on another 100 acres at West Nappin.
5/ As soon as tenancy agreements are drawn up, stock will be kept in the agricultural buildings at East Nappin which is less than 700m from the proposed site. It is essential for Mr Darren Cleator to live in close proximity to where the cattle are housed because of:-
(ii) Monitoring of livestock.
During calving periods, cows due to calve and cows with new born calves need to be continually checked 24 hours/day.
At all other times stock should be checked a minimum of twice/day and more regularly if any are showing signs of ill health. Monitoring of stock is essential for good animal welfare and required under Farm Assurance Schemes.
(ii) Provision of feed and clean drinking water to stock on a regular basis.
This is essential for good herd health and is a requirement under the Cattle Welfare Code and Farm Assurance Schemes.

The agricultural business is expanding with assistance from the Department of Agriculture, Fisheries and Forestry. As cow numbers and acreage are getting larger it is becoming obvious that the family need to live closer to the centre of the business operation.
The proposed site is within Jurby West Village itself but is close enough to run the business efficiently.
Other properties which come onto the market in the vicinity are prohibitively expensive so the plan is to apply for planning permission to build an agricultural dwelling.
