Officer's Report
The Site
The site represents the curtilage of Malew House - a large house situated just south west of Cross Four Ways and before Malew Church. The house is a substantial one set well back from the road.
Planning Status
The site lies within an area designated as an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
The following applications have been submitted in respect of this site:
- PA 94/1491 - alterations and conservatory - split decision
- PA 95/0919 - erection of conservatory with integral swimming pool - permitted
- PA 95/1593 - replacement of flat roof with pitched, sun room extension - permitted
- PA 97/1180 - change of use of ground floor to office - refused on appeal
- PA 02/1725 - erection of barn and stables - split decision
- PA 02/2440 - erection of agricultural barn - permitted and
- PA 04/1162 - first floor extension over and conversion of existing detached garage to tourist/guest accommodation - permitted.
The Proposal
Proposed here is the erection of a small garden room between the existing kitchen and swimming pool annex. The new structure would be a modest single storey structure with to roof lights, linked to the swimming pool and accessible therefrom by new French doors. The garden room is also accessible from the kitchen via a new wide internal opening. The footprint of the new building is 6.4m by 4.1 with a low ridge level of 4.2m, well below that of the swimming pool annex.
Assessment
The proposed extension is modest and will not be readily visible from the main road. It is, in any case well designed and not unacceptable and indeed there are no objections to it.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the alterations and extension shown in drawings reference 1237-01 and /-02 both received on 15th September, 2006.
C 3.
The external finishes of the extension must match those of the existing building in all respects.
