The Application Site And Proposed Development
The application site comprises the curtilage of a detached dwelling that is on Belgravia Road in Onchan.
The proposed development comprises of the erection of a side extension over the existing garage and kitchen with the installation of four rooflights and a dormer window on the rear elevation. The application also proposes alterations to the driveway and existing vehicular means of access to the property.
Planning History
There are no previous planning applications that are considered to be material to the assessment of this current planning application.
Representations
Onchan District Commissioners recommend that the planning application be approved.
The Isle of Man Water Authority request that an informative note be attached to any approval decision notice.
Planning Policy
The application site is within an area recognised as being within predominantly residential use under the Onchan Local Plan.
Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan states:
"Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property."
Assessment
It is considered that the impact of the proposed development on the amenity of the neighbouring properties and surrounding area is suitably limited. The impact of the proposed dormer window is limited by its position on the rear elevation of the dwelling. As such the proposal does not adversely affect public or private amenity and is therefore in accordance with policy O/RES/P/21 of the Onchan Local Plan.
The alteration to the driveway and vehicular access is considered to be an improvement to terms of highway safety as it aids the exiting of the site in a forward gear.
It is recommended that the planning application be approved.

It is considered that all parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 06001501 and 06001503 date stamped the 20th September 2006.
N 1. The applicant is advised that a water mains is understood to run along the frontage of the property. Prior to the commencement of works it is recommended that the Isle of Man Water Authority are contacted to discuss safe working practices.
