The application site represents terraced property to the northern end of Mona Street, adjacent to its junction with Christian Street.
The site lies within an area zoned as Mixed use in the adopted Peel Local Plan.
There have been a number of planning applications relating to the site the following of which are considered relevant to this application:

PA 02/00669 โ Conversion of chiropody surgery and residential to tourist accommodation, 3 Mona Street, Peel. Approved 21st August 2002.
The application seeks approval to change a ground floor room to a beauty salon.
Peel Town Commissioners recommend that the application be approved and the Chief Fire Officer seeks consultation on approval. The Department of Transport Highways Division object to the application on the basis that the proposal will result in traffic congestion.
The Disability Access Officer requests the ground floor be accessible by a wheelchair user.
Planning permission has previously been granted at the application site for the use of a room at ground floor level as a chiropodists practice. At that time, the permission stated that the approval related to the use of one room only and the hours of operation were also conditioned.
It is considered that the use of one room within the property, suitably controlled by condition will not result in an adverse impact on the residential amenity enjoyed by occupiers of adjacent dwellings. With regard to the parking, on the basis of the suggested conditions, it is not considered that the use would result in additional traffic sufficient to result in congestion. Furthermore, the relative proximity of the property to the town centre and nearby car parks results in adequate parking available within walking distance.
It is considered that application be approved.
The local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5)(c) and (d), considered "interested persons" and as such should be afforded party status.
It is considered that all parties, who submitted comments accord with the requirements of Planning Circular 1/06 and are therefore afforded interested party status.

C 1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
C 2. This approval relates to the use of one room in the property as a beauty salon only, as indicated in the submitted plan, date stamped 2nd August 2006. The rest of the property must remain as private residentail accomodation.
C 3. The room may be used as a beauty salon between the hours of 9am and 5pm, Monday to Friday and 9am and 1pm Saturday only.
C 4. No advertisement matter of any description shall be exhibited on these premises without the PRIOR written permission of the Planning Authority.
N 5. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 6. The applicant/developer is recommended to consider the provision of access which is suitable for wheelchair users.
