Officer's Report
The Site
The site represents the domestic curtilage of an existing dwelling situated on the western side of the road leading south from Four Roads towards Port St. Mary railway station.
Planning Status
The site lies within an area designated as Predominantly Shopping on the 1982p reflecting the former use of the premises as a shop (previous applications refer to the property as "Anne's Shop").
Planning History
The following applications have been submitted in respect of this site:
PA 88/940 - insertion of window - permitted<br/> PA 88/1604 - alterations to front elevation - permitted.
The Proposal
The existing windows on the front elevation are top quarter casement opening ground and first floor with a solid door with single central light with bull's eye. Elsewhere on the property there are fixed lights on the side and casements on the rear. Proposed is the replacement of the windows with half and half casements (I assume the small window in the side will be replaced with a new single light as
it looks too small for a half and half subdivision). There is to be a new door - a solid plastic one with central upper light in plain glass.
Assessment
Whilst originally the windows would have been sliding sash, the existing windows are not this style and the proposed windows reflect more closely the original style than do the existing. The proposed door is not dissimilar to the existing and will not adversely affect the appearance of the property, especially considering the new plastic framed windows which are to be installed. The property is not within a Conservation Area nor is of particular architectural value. the new windows will represent an improvement on the existing style and appearance.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
