Dear Paula,
My interest in these applications are on planning policy and I would appreciate my comments being brought to the attention of the planning committee.
1492 - Conversion of existing stone barn into living accommodation, Ballamoor, Ballajeraire, Mullinargher Rd, St Marks, Malew
I have no objection to what appears to be a reasonable proposal to provide affordable housing to a family member of the site owner. The conversion appears to be sympathetic to the existing building and approval would be consistent with other recent planning approvals.
1490 - Construction of an industrial unit etc plot 5 Whitehoe Industrial Estate, Douglas
I did not object to the previous proposal for the relocation of the Auto Electrical business and note the reasons for the refusal of that application. While I reluctantly accept that the Minister overturned the decision of an appeal inspector which has resulted in this site being 'zoned' for industrial use - I believe the proposal is unacceptable. In my opinion the reasons for the previous refusal are more pertinent on this site due to it being overlooked by the residential Ivy Cottages. Thus the design would be detrimental to the amenity/outlook from the Ivy Cottages. I also note the proposal for the drainage connection to an existing septic and discharge to the stream and this causes me concern. I assume it will be a temporary arrangement until a connection to the main sewer is available.
1500 - Approval in principle for the erection of a two storey apartment building etc land adjacent to Arbory Church Yard, Main Rd, Ballabeg, Arbory
The site falls within an area zoned for residential use so I have no objection to the principle of development. However, I question whether a block of apartments is an appropriate proposal for this site. As there is no supporting statement I personally suggest the application is deferred and the applicant is requested to provide more information in support of the application.
1497 - Change of use of land and planting of a 2.5 acre mixed species wood, West Loughan, Jurby East.
I have no objection to this proposal as it will create a different habitat for wildlife etc - albeit it will replace an existing habitat. (I am working on the assumption that this change of habitats is not detrimental to the 'balance' of existing habitats and ecosystems.) I would be interested to know whether this is intended as a purely 'amenity' woodland or a 'managed/productive' woodland as that would of course mean potentially a different set of conditions?
1473 - Excavation of part of field for the extraction of sand etc, part of Lhergydhoo, Ballagyr Lane, German
I appreciate that there is a demand for sand in the IOM and that this site has been identified as a source to meet that demand. If there is a strategic need for this site to be extended then that maybe the justification for approval. However, I am aware that there have been concerns raised in respect of the impact on 'neighbouring' properties in respect of existing operations. I would hope that if the application is approved
28/09/2006
that appropriate conditions on noise, dust, times of operation, and any 'waste' operations etc are included.
