Officer's Report
The Site
The site represents the curtilage of an existing terraced building situated on the eastern side of the promenade in Port Erin, to the north of Bay View Road.
Planning Status
The site lies within an area designated on the Port Erin Plan as Tourism/Recreation. The Port Erin Local Plan was approved by Tynwald in 1990.
Planning History
There have been no planning applications submitted in respect of this site.
The Proposal
Proposed here is the installation of two dormers - one pitched roofed dormer in the front roof pitch and one flat roofed one in the rear. The pitched roofed dormer will replace an existing roof light and the one on the rear will be in addition to an existing roof-light, which will sit above the proposed roof-light. Both roof-lights will service bedrooms in the top storey.
ASSESSMENT
Neither roof-light has an adverse visual impact on the appearance of the property and both will better facilitate use of the property as a guest house, which should be encouraged within an area where tourist accommodation generally is in decline as hotels are converted to permanent residential accommodation.
Port Erin Commissioners recommend that the works are carried out outwith the tourist season so that inconvenience to the occupants of the adjoining properties are not inconvenienced. This is echoed by the owner of "Aalin Sea Front Holiday Flats" alongside.
PARTY STATUS
Port Erin Commissioners are a statutory authority and should be afforded party status in this instance. Their suggestion that the works should be carried out between October and Easter to avoid inconvenience to adjoining property owners (and, I suspect particularly their guests) could be added as a note.
The owner of Aalin Holiday Flats should be afforded party status as the property is immediately alongside the site although the impact of the carrying out of the works themselves is not generally accepted as a material planning consideration.
