Site
The dwelling Brook House, Jurby Road, Sandygate, is a two storey detached property which is located on the western side of the Jurby road and north of Sandygate.
The boundary treatment along the western boundary of the site consist of a number of large mature trees, the east boundary comprises of a number of medium sized hedges.
Land Use Zoning / Policy
The property has been zoned within the Isle of Man Development Plan Order 1982 as being within the countryside. The site is not within a Conservation Area.
Isle of Man Strategic Plan 2004 - Housing Policy 18.12.2 Extensions to properties in the countryside (housing policy 15).
Proposal
The application proposes the erection of a pitched roofed detached garage with first floor storage. The proposal will have a width of 4.5 metres, a length of 6.57 metres and a maximum height of 6.7 metres. The detached extension is located 1.5 metres of the west elevation of the existing dwelling.
Representations
Jurby Parish Commissioners have no objection:- Should approval be granted, a condition be imposed that the garage with storage space is not to be converted to living accommodation at any time in the future or sold off separately from the main dwelling.
Highways Division do not oppose:- NOTE: The garage is fully serviced and has the potential to be converted into living accommodation.
We have received no privately written representations objecting to the application.
Assessment / recommendation
Issues to be considered with the application include:-
- (A) Appearance upon the countryside and the existing dwelling.

As stated within Isle of Man Strategic Plan housing Policy 15 any extension will only be approved where it respects the proportion, form and appearance of the existing property. The proposals design does seem to comply with this policy particularly with the pitched roof design, size and materials which match the existing dwelling.
Regarding the overall impact upon the countryside it is my belief the proposal will be acceptable and will not have a detrimental appearance to the surrounding area, due to the modest size, position in relation to the dwelling and the boundary treatment around the site.
For the reasons stated above the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing 01224/1 all received on 18th July 2006.
C 3. The garage and store room hereby approved shall only be used for purposes ancillary to the domestic enjoyment of the associated dwelling "Brook House".
