Officer's Report
Site
Glebe Farm, Main Road, Kirk Michael, is located on the southern side of the Main Road, north of Kirk Michael. The dismantled railway (Nation Heritage Trail) runs through the farm, the curtilage of the site is highlighted within the red line which is indicated on the location plan submitted. Within the site there are existing farm buildings, stables and an equestrian centre.
Land Use Zoning / Policy
The property has been zoned within the Kirk Michael Local Plan Order 1994 as being within an area of open space (agricultural). The site is not within a Conservation Area.
7.16 of The Isle of Man Strategic Plan 2004.
Proposal
The application proposes extension to existing stables and erection of a detached store.
Representations
Michael Commissioners have no objection.
Highways Division do not oppose subject to the imposition of the following conditions:- An additional off street parking space is made available to serve the needs of this development which are not for private use.
We have received no privately written representations objecting to the application.
Assessment / recommendation
Issues to be considered with the application include:-
Visual appearance
When considering new building or extension to existing building with regard to stables and equestrian centres, Environmental policy 24 and Environmental policy 26 of The Isle of Man Strategic Plan 2004 must be considered.
The proposed extension to the existing stable and a new store would not have an adverse visual impact to the detriment of the countryside due to their size, position and materials used. Consideration must also be taken to the impact the proposal would have to the public footpath which is a Heritage Trail, which runs adjacent to the proposals. After visiting the site, it was apparent that the proposal would have no impact to the footpath due to heavy vegetation along the trail, but also due to the significant ground level between the proposals (higher) and the footpath.
For the reasons stated above the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing 1057-01 all received on 18th July 2006.
C 3. In the interests of road safety an additional off street parking space is to be made available to serve the needs of this development which are not for private use.
