1.01 This report is intended to set out the context in which the Planning Application sits, and provide an overview of the proposed longer term development of Jurby Village as a sustainable settlement.
1.02 The report also explains the roles of the Department of Local Government and the Environment, and the Department of Trade and Industry.
2.01 A comprehensive study authorised by the Isle of Man Government Council of Ministers on the future of Government owned land at Jurby was published in 2003.
The Report set out a vision for Jurby to become a sustainable village and highlighted a range of issues which needed to be addressed to enable this aspiration to be achieved.
2.02 The study addressed a range of significant issues related to the existing industrial estate based in the former RAF Jurby site, but also highlighted the development potential within the industrial estate which could be exploited with private investment.
2.02.1 In addition to this, the study also highlighted a demand identified by the Department of Trade and Industry for small basic industrial starter units to be located to the western corner of the industrial estate in an area of land known as the Paddock.
2.02.2 The study noted the Department of Trade and Industry’s initial conclusions that five or six units of around 1,000 sq ft each could be considered.
2.03 The Jurby Village Study also highlighted an important pre-requisite to new development being the upgrading of the present infrastructure, particularly roads and street lighting.
3.01 The Planning Application proposals contain a phased development plan and unit types which now represent the current requirements of the Department of Trade and Industry.
3.01.1 The first phase of development will comprise the creation of 4 no starter units of approximately 75m² each, with associated car parking, served from a recently constructed concrete road.
3.02 The proposals will be developed and managed by the Department of Local Government and the Environment with funding from the Department of Trade and Industry. The Department of Trade and Industry will market the units and find suitable tenants.
3.02.1 Funding is available during financial year 2006 – 2007 for the development of Block 1 and initial car parking. The development of Blocks 2 and 3 will take place as demand dictates.
3.03 The development of the first block of new starter units will take place against the background of ongoing upgrading and redevelopment works in the industrial estate generally which include:-
3.03.1 The Department will also be developing proposals to improve the access road through the estate, and create a new entrance to the industrial estate site further removed from the existing school and proposed housing on the former army camp site. These are likely to be progressed later in 2006/early 2007. Proposals will also be explored for security fencing, vehicle access control etc with a view to providing appropriate containment and control for pedestrian and vehicular access to the overall site.
3.03.2 The access road from the A10 coast road to the Paddock area will be upgraded under a separate contract and facilities for the provision of new street lighting will be incorporated. These will be available in time to serve the completed units.
3.04 The Planning Application proposals also accommodate development by Nasaleze Limited under their Approved Planning Application. The Department of Local Government and the Environment is currently concluding lease agreements with Nasaleze Limited, and it is anticipated that they will commence construction on site late summer/early autumn 2006.
3.05 The planning proposals have been discussed with the Planning Department, and comments and advice from the Planning Officer have been incorporated in the proposals.
4.01 The development of industrial starter units is one of a series of development proposals which will be brought forward over the next couple of years towards the objective of establishing Jurby as a sustainable village.
4.02 The opening of the new prison in 2008, and the development of private housing will bring additional life and vitality to Jurby. The availability of new industrial starter units by the middle of 2007 will help strengthen the economy, and the potential for more people to viably live and work in Jurby.
4.03 The Planning Application proposals have wide support across the Isle of Man Government, amongst local politicians, Jurby Parish Commissioners and the local community. Funding is available to construct the first block in 2006/7 and the Department, together with the Department of Trade and Industry will be pleased to receive Planning Approval to take forward this important scheme.
