The application site represents a terraced dwelling located to the east of Market Street, Peel. The property is two storey and the rear garden area extends over the rear of the adjacent two properties.
The application site is located within the Peel Conservation Area and within an area zoned as Mixed Use in the Peel Local Plan.
A previous application has been submitted in relation to the site, however it is not considered relevant to this application.
Peel Commissioners recommend that the application be approved and the Chief Fire Officer recommends that the applicant consult with their Department as they consider the internal layout to be unsafe in terms of manes of escape.
The application seeks approval for the construction of a two storey extension to the rear of the property, extending some 6m from the rear elevation.
In considering an application to extend the rear of terraced properties, regard must be had to the level of amenity enjoyed by occupiers of adjacent properties and whether that level of amenity would be reduced by the development proposed. To the north of the site, the property is linked via a single storey structure which it is proposed to partly demolish in order to facilitate the construction of the proposed extension. It is not therefore considered that No. 12 Market Street will be adversely affected by the proposed extension.
The adjoining property to the South has been converted into 2 residential units with a shop front remaining to the Market Street elevation. Directly adjacent to the rear of wall of some 4m in height which forms the wall to the kitchen area of No 6a, and also the rear patio area. The neighbouring occupier has expressed concern regarding the stability of this wall with regard to the proposed extension and a note has been attached to eths submitted plans indicating that further investigation is required to establish the stability and depth of footings in relation to the wall.
The extension proposed would extend a significant length from the rear elevation of the dwelling and the impact on the amenity of the neighbouring occupier must be therefore be considered.
Having visited the adjacent property, No. 6a and been able to view the site from the rear patio area, I consider that whilst the occupiers of that dwelling will be able to see an element of the proposed extension, due to the high separating wall, difference in ground level, distance from the boundary and roof slope proposed, I do not considered that the amenity of adjacent occupiers would be so reduced as to warrant refusal of the application.
It is considered that all parties who made who made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to Drg. No's 796.1; 2 and 3, submitted and date stamped 1st June 2006 as part of this application.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. There must be no discharge of surface water to the main foul sewer.
C 5. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
N 6. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 7. The applicant is advised to confirm the footing depth and stability of the wall separating the application site from No. 6a Market Street, prior to the commencement of the development.
