Officer's Report
The Site
The site represents the residential curtilage of a large detached house situated on the upper, northern side of Tower Road and backing onto the upper roadway. Access is from this upper roadway, not Tower Road.
Planning Status
The site is within an area designated on the Port Erin Local Plan as Residential.
Planning History
There have been no applications submitted previously in respect of this site.
The Proposal
Proposed is the roofing over the existing swimming pool, the enlargement of the existing conservatory on the southern elevation, extension of the main house and reorganisation of the car parking and access, conversion of the living accommodation on the lower ground floor to a gym with guest bedroom, erection of a porch, bricking up an existing window looking out to Tower Road, a new master bedroom. The proposal involves filling in the space between the two, two storey elements on the site which leads to a building of greater mass than at present but one with significant amount of glazing which reduces its impact. The dwelling is not increasing the size of its footprint.
The application proposes alterations to the access insofar as part of the wall running uphill from the access will be lowered in height and an existing flat roofed extension alongside the access is to be demolished, making more space for vehicles to access and egress.
Assessment
The proposals are significant in scale but have limited impact on neighbours or the appearance of the site or the building in the landscape. The Department of Transport have no objections to the proposal - in fact the proposals slightly improve the existing access and whilst there are concerns about access, particularly during the carrying out of the building works, there have been other developments permitted along this lane which, together with maintenance and deliveries which fall outwith planning control, have to be accommodated and are for temporary periods of inconvenience only.
Party Status
The occupant of Brackenbank shares the same means of access as this property and whilst access and parking are not adversely affected, this party should be afforded party status in this instance. The Fire Prevention Officer, Port Erin Commissioners and Department of Transport Highways and Traffic Division represents a statutory authority and should be afforded party status in this instance.
