Officer's Report
Description Of Application Site
- The application site is located on the southern side of the B17 at Churchtown with the dwelling known as "Broadlands" to the east and an unmade access road running along the western boundary of the site.
- The site is within an area zoned as private woodland and an Area of High Landscape Value.
Proposal
- The proposal is to build to small dormer windows on the rear elevation.
Relevant Planning History
- 05/01788/B – Retention of a dwellinghouse and detached garage; erection of single storey kitchen extension, conservatory and garden store extension to garage – granted 30th January 2006.
- 00/01563/B – Erection of replacement dwelling – granted at appeal.

Statutory Consultation Responses
- Lezayre Parish Commissioners have made the following comments:
- The proposed alterations and extension would add to an already unsightly building which is out of character for the area. There is no obvious benefit to the building and despite numerous planning applications, it has remained unoccupied for a number of years. Majority decision.

- The IoM Fire and Rescue Service has commented that smoke detectors should be installed.
Issues
- The application is seeking an amendment to a dwelling and detached garage which is currently under construction. Since, the dwellinghouse is still under construction all the previous conditions should be attached to this new permission..
- In respect of the impact on Broadlands, the nearest proposed dormer is set 6.2m in from the boundary. The proposed dormers do not directly overlook the neighbouring property. I do not feel the proposed dormers will cause any significant harm to the occupiers from overlooking due to the significant set in from the boundary.
- To the rear of the application site are outbuildings and a field. the dwelling is set 19.5m from the boundary. There is substantial landscaping between the application site and the neighbouring property. Since there appears to be no particular residential use. I consider the proposal will not cause any particular harm to the owners of the land to the rear.
- In terms of the visual impact on the locality, the dwelling is well setback from the main frontage of the property. The application is proposing two additional dormers to a property which is currently under construction. The proposed extensions will not make the property unduly out of proportion. The property is screened by trees. The additional dormers are set to the rear of the property and will not be visible from the public highway. I therefore consider the proposal will not be out of keeping and will not adversely affect the visual amenities of the locality.
Conclusion
I therefore recommend that permission be granted subject to condition in the attached schedule.

C 1. This permission relates to the retention of the dwellinghouse and detached garage along with additional dormers as shown in drawing numbers 566/10; 05A; 06B, 07A and 9A date stamped 15th May 2006
C 2. Approval is granted to the removal of only the trees identified for felling by the tree survey Ref (P4148/01/00) approved as part of Planning Permission No. 00/1563 at appeal on 12th October 2001. The remaining trees to be retained shall not be cut down, grubbed out, topped, lopped or uprooted without the written consent of the planning authority. Any trees removed without such consent or dying, or being severely damaged or diseased shall be replaced, with trees and shrubs of such size and species details of which must be submitted to and approved in writing by the planning authority.
C 3. The proposed access, turning and parking arrangements must be completed prior to the occupation of the new dwelling.
C 4. The proposed attic window on the east elevation shall be omitted and the windows on the ground and first floor on the east elevation shall be obscure glazed.
C 5. The external finishes of the extensions must match those of the existing building in all respects.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
