The dwelling Belvelly, Belmont Hill, Douglas, is a two storey detached property which is located on a corner plot, on the southern side of Belmont Hill, adjacent to St Catherines Close.
The side boundary treatment which runs along Belmont Hill consists of a 2.5 meter wall. Between the property and the neighbouring dwelling to the south comprises of a mixture of vegetation, varying from hedges to large mature trees.
The property has been zoned under the Douglas Local Plan order as being within a predominately residential area; the site is not within a Conservation Area.
The application proposes the erection of a first floor pitched roofed extension to front elevation creating an additional bedroom. The extension would have a projection from the existing front elevation of the dwelling of 4.7 metres and a width of 4.3 metres.
Douglas Corporation - No Objection Highways Division – No Objection Isle of Man Fire and Rescue Service have recommended that a mains wired interconnected smoke detector be installed. The Douglas Corporation acting as the Agent for the Department of Transport have no objection in principle subject to :-
We have received no privately written representations objecting to the application.
The proposed extension would cause little or no adverse impacts with regard to overlooking, loss of light or by having an overbearing affect to the detriment of the residential amenity of the neighbouring properties or to the visual impact upon street scene.
Parking provisions are acceptable. For these reasons the proposal would seem to be appropriate in these locations and therefore my recommendation is for an approval. I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status: Douglas Corporation Highways Division Isle of Man Fire and Rescue Service

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 499/001 and 499/002 all received on 12th April 2006.
C 3. There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewers or watercourses. Appropriate measures must be taken by the developer / occupier of the premises to ensure compliance with the legislation.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
