The site of the proposed development is located along St Ninians Road, south of St Ninians Church. The site has been zoned under the Douglas Local Plan Order 1998 as being an area of buildings for civic, cultural and other special use, in this case Worship. The area is not within a Conservation Area.
Along the boundary which runs along St Ninians Road the treatment consists of a 1 metre high stone wall, as well as a number of trees and bushes.
NOTE: It is recommended that the applicant consult with the Department's Conservation Officer with regard to the preparation of a revised application in respect of the land to the east of the path and south of the church.
The application proposes the creation of temporary site staff car parking, sales signage and sales office with associated car parking area for approved Sheltered Housing Development.
The temporary car park that is proposed would hold a total of 25 car parking spaces to provide adequate parking for the site workers to erect the approved sheltered housing complex which is located to the east of the proposed car park.
The submission also proposes the erection of a flat roofed sales suite with a length of 12 metres, a height of 2.5 metres. Fronting the sales suite to the east the proposal includes a total of 4 car parking spaces. Around the sales suite and temporary car parking would be a temporary screen (planting).
The proposal also includes the erection of 3 temporary signs, one at each corner of the site (SE, SW and NW). There are two types of signage; the first sign 1 has a total height of 9.2 metres and a width of 2.4 metres and the second has a height of 4.7 metres and a width of 2.4 metres. However These signs will need to submit a separate application for Adverts Regulations, therefore this
application is only for the temporary site staff car parking and sales office with associated car parking area (I have written to the applicant regarding this matter).
The Douglas Corporation has considered the application and has no objections. The Department of Transport have no objections to the proposals. Disability Access Officer has commented that the area around the sales office should be kept accessible to unassisted wheelchair users. We have received no privately written representations objecting to the application.
The proposals are all temporary matters which will help to erected and sell the proposed Sheltered Housing Development. The proposed temporary car park and sales suite would both seem to be acceptable especially with the inclusion of temporary screen of planting around the car park and the sales suite. This will help soften the impact of the developments on the appearance of the surrounding area.
For these reasons the proposal would seem acceptable and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the submitted documents and drawing 1068/02/10 rev U all received on 1st March 2006.
C 3.
Within three months of this decision becoming final a detailed landscaping scheme must be submitted to and agreed by the Planning Authority. Such scheme, relating to the area covered by the sales suite with associated car parking and the temporary car parking (25 spaces) should detail the reinstatement of the area as green space.
Once such a scheme is approved the reinstating of the associated green space must be completed within 2 months of the completion of the development.
C 4.
This approval relates only to the temporary car parking (25 spaces) and the sales suite with associated parking. No permission is hereby granted or conferred for the temporary signage by this approval certificate as application for Advertisement Consent would be required.
