Policy R/R/P3
Policy presumes against development of sites providing 'attractive, natural breathing spaces' between buildings, often with trees or landscaping, requiring prior consultation. Officer considered the site's urban location and characteristics as a natural plot supported principle of development, citing Planning Inspector's appeal decision allowing similar nearby site despite policy presumption. Found policy acceptable as guidance only, with logic in using urban land over rural expansion.
Makes no comment on the merit of the planning application but requests that an informative note be attached to any approval decision notice.
DOT Highways and Ramsey Town Commissioners objected to application 06/00370/A due to highway access issues on a primary distributor road and poor access near a junction with loss of amenity land; IoMWA expressed interest requiring water connection contact.
Key concern: DOT Highways policy precludes minor frontage access onto primary distributor road Lezayre Road
DOT Highways
ObjectionThe Department of Transport Highway Division's policy regarding access to the public highway precludes the formation of minor frontage access onto a primary distributor road such as Lezayre Road
Ramsey Town Commissioners
ObjectionIt is considered that the proposal would result in poor vehicular access and egress due to the proximity to the Bircham Avenue / Lezayre Road junction. In addition, the proposal would result in a loss of amenity land for children attending Bonwick House which the Board considers unacceptable.; The Ramsey Local Plan 1998 Policy R/E/P3 states that “there shall be a general presumption against backland development and development within the grounds of large houses on those sites which are well treed / landscaped. The Commissioners consider that the proposed development falls within this Policy and therefore such development is not acceptable.
