Officer's Report
The Site
The site represents the domestic curtilage of a semi-detached house situated on the south eastern boundary of Magherbreekyn, part of the relatively new estate developed on the north eastern side of Port Erin.
Planning Status And Relevant Policies
The site lies within an area designated as Predominantly Residential on the Port Erin Local Plan which was adopted by Tynwald in 1990.

The Proposal
Proposed here is the erection of a two storey extension on the southern side of the existing house. The extension will accommodate a garage on the ground floor with sun lounge behind and an en-suite bedroom above. The extension will fit onto the site which is relatively large compared with others on the estate, but will come close to the boundary with number 71 - 0.15m which allows the
foundations to be built within the site but with no room to enable items or equipment to be taken around the house to the rear garden. There are no doors in the proposed extension. I will consult the applicant on this aspect of the proposal.
The applicant's agent has clarified that there is an access at the bottom of the garden, onto the hammerhead which enables goods and the bin to be accessed other than going through the main house. As such they do not require separate access through the garage.
A site visit will enable a proper assessment of the impact of the proximity of the extension on number 71.
Representations
Port Erin Commissioners recommend that the application is approved.
Assessment
The proposal is not unacceptable in terms of its appearance. Whilst close to the neighbouring property, this estate is relatively dense and most of the existing houses are close to others or built to the edge of their respective curtilages. There are no windows or doors in the side of number 71 which would be affected by the new building. As such I recommend that the application is acceptable and should be approved.
Party Status
Port Erin Commissioners are statutory authorities and as such should be afforded party status in this case.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This permission relates to the alterations and extensions shown in drawing reference 06/378/4 received on 27th March, 2006. C 3. The external finishes of the extension must match those of the existing building in all respects.
