The application site is located to the north of the A25, Quines Hill, Port Soderick. The application site forms the curtilage of 'Corneil', a detached single storey property, with access currently gained to the site via a driveway servicing a number of newly constructed detached properties.
The application seeks approval for the replacement of the dwelling known as 'Corneil' and its replacement with a two storey detached property. The replacement dwelling would be constructed
partly over the site of the existing dwelling, and with access taken from the existing driveway that serves the property and the two properties currently under construction.
The site is located in an area zoned as Open Space in Planning Circular 6/91 with a Policy indicating that the area of Quines Hill was recognised as an area that may offer scope for consolidation of the existing development and was worthy of further study.
In the Draft Braddan Plan the area is a ‘village’ and ‘Residential’ with a ‘village’ curtilage identified.
There has been a significant amount of development surrounding the application site in recent years, with 2 No. dwellings currently being constructed to the immediate west of the site.
In PA 04/2591 which granted approval in principle for the two dwellings currently being constructed, the application site was described as being retained as a ‘granny flat’.
Braddan Commissioners advise they recommend the application for approval.
The immediate area surrounding the application site has undergone a significant level of development in recent times and as previously stated, two dwellings are currently under construction immediately adjacent to the site. Access to this small development is gained via a driveway from the main road and the only property visible from this access point is the adjacent property of Sunnymeade. The site is therefore well screened by existing property and trees.
The design of the dwelling proposed is comparable with the surrounding development and adequate private amenity space would remain as would sufficient off street parking.
It is considered that the proposed dwelling would not impact adversely on the residential amenity currently enjoyed by occupiers of existing adjacent property and they proposal would compliment the design and scale of surrounding dwellings.
It is considered that those who made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This aproval relates to Drg. No's 00539/1, 00539/2 and 226-02, submitted as part of this application and date stamped 28/03/06.
C 3. No development may commence until there has been approved by the Planning Authority a scheme of landscaping which includes indications of all existing trees and hedges within the site and details of any to be retained together with measures for their protection during the course of construction.
C 4. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
N 5. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 6. The applicant or developer is advised that the Manx Electricity Authority's Operations and Maintenance Manager has highlighted that there are high and low voltage cables within the vicinity of the application site. It is therefore recommended that the Manx Electricity Authority is contacted to arrange an Electrical Site Safety 5 to confirm and locate these cables, to discuss working practices around these cables and whether any diversion is required. It is further highlighted that an additional easement agreement may be required as an existing service cable may cross the site of one of the proposed dwellings.
