The site The site represents the domestic curtilage of an existing residential property which sits on the western side of Athol Park and sides onto Sunnydale Avenue.
Planning Status and relevant policies The site lies within an area of Predominantly Residential Use on the Port Erin Local Plan which was approved by Tynwald in 1990.
Planning history No planning applications have been submitted in respect of the site as defined in this application. However applications have been submitted in respect of the garden itself and the garden together with the land to the east fronting onto Droghadfayle Park:
PA 88/00451 – approval in principle for the erection of a dwelling - approved on appeal PA 04/00941 - erection of a dwelling with detached garage - refused on review PA 04/02506 – approval in principle for erection of a pair of semi-detached dwellings on the application garden and the land to the east- refused on review and PA 05/00037 - erection of a pair of semi-detached dwellings on the application garden site and the land to the east - withdrawn.
Various applications have been submitted for the land to the east including a builder’s yard and garages (PAs 05/92284 and 05/00885 respectively)
Proposed here is the removal of an existing lean-to annex at the rear of the house and its replacement with a new single storey annex accommodating a new kitchen and utility. Also proposed is the removal of two sycamore trees to the rear of the main house and the demolition of an existing flat roofed garage and shed and the closing up of an existing driveway and their replacement by a new garage at the far end of the garden with new access, footway crossing. New trees are to be planted between the new garage and the house including rowan, silver birch and hornbeam.
The Isle of Man Water Authority raise no objection subject to the inclusion of standard note 5 regarding the existing water main which runs along the frontage and which may be susceptible to damage due to vehicles passing over it.
The new rear annex is neatly designed and whilst larger than that which it replaces, has no adverse impact on the other part of the semi-detached pair (number 2). The removal of the shed and garage do not require planning permission but is not in any case objectionable and the new garage is to be finished in render and slates to match the main house and is of attractive appearance.
The sycamores to be removed are attractive trees in this relatively urban area but have already been limbed and are perhaps uncomfortably close to the nearby dwellings.
There is clearly sufficient space within the site to accommodate the proposals and no part of the scheme has any detrimental effect on neighbouring property.
The Isle of Man Water Authority is a statutory authority and as such should be afforded party status in this case.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions, the demolition of the rear annex and outbuildings and the erection of a new garage all as shown in drawings reference 01 and 02 and the site plan all received on 31st March, 2006.
N 1. The applicant is recommended to consult the Isle of Man Water Authority regarding the water main which runs along the frontage of the property and which may be susceptible to damage due to vehicles passing over it.
