Site
The dwelling 4 Gorse Croft, Abbeyfields, Douglas, is a two storey detached property at the end of residential cul-de-sac, which are located east of Johnny Wattersons lane. The property has been zoned under the Douglas Local Plan Order 1998 as being within a predominately residential use.
Planning History
The dwelling has benefited from a recent Planning Approval for the erection of conservatory (00/01128/B).
Proposal
The application proposes the Alterations and erection of a first floor extension over existing garage to provide bedroom and en-suite. The extension will have a width the same as the footprint of ground floor of 2.81 metres and a same length of 7.45 metres. Both the existing ground floor and the proposed first floor extension have a setback from the front elevation of the dwelling of 1 metre.
Representations
The Douglas Corporation has considered the application and has no objection.
The Douglas Corporation acting as the Gent for the Department of Transport has no objection in principle subject to the following condition:-
There must be NO discharge of surface water (directly or indirectly) from this proposed extension to any foul drainage system(s) so as to comply with the requirements of the Borough of Douglas Drainage Department and the Sewerage Act 1999.
The Department of Transport Highways Division do not oppose subject to the imposition of the following condition:- Two off street parking spaces are retained within the curtilage of the property. Chief Fire Officer has recommended a main interconnect smoke detector be installed.
Assessment / recommendation
The first floor side extension would seem to be acceptable; I do not believe the extension will cause any adverse impacts to the detriment of the neighbouring property or to the overall street scene. The inclusion of the 1 metre setback will also prevent any possible future terracing affect occurring.
Regarding the condition for retaining two off road parking provisions, the property has a current total of three off road parking provisions, 1 in the garage and 2 on the existing hard standing.
For these reasons the proposal would seem appropriate in these locations and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing BH2/PL01 all received on 22nd February 2006.
