Officer's Report
The Site
The site represents the domestic curtilage of an existing dwelling which lies on the northern side of the Main Road (A7) through Colby. The site has a frontage to the main road of 12m and is 23m in depth.
Planning Status
The site lies within an area of white land on the Arbory and East Rushen Local Plan which was approved by Tynwald in 1999.
Planning History
PA 88/0764 proposed the creation of a vehicle hardstanding - permitted
The Proposal
Proposed here is the extension of the existing hardstanding to accommodate three vehicles side by side and the erection of a store behind the parking area. this store is to be at the same height as the existing flat area to the front of the house although there will now be concrete balustrading which looks a little out of keeping with the traditional property in front of which it will sit.
Assessment
Beside the balustrading, the proposal is not unacceptable in visual terms and Department of Transport indicate that they have no objection subject to the lowering of the roadside wall to promote better visibility.
Party Status
Arbory Parish Commissioners, Department of Transport Drainage Division, Department of Transport Highways and Traffic Division, Manx Electricity Authority are statutory authorities and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the creation of a covered store and parking facilities all as shown in drawings reference 1158-01 Rev A and -02 received on 28th March and 19th January, 2006 respectively.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. Prior to the commencement of works on site, the applicant must consult the Manx Electricity Authority regarding the low voltage overhead line which crosses the site.
C 5.
The front boundary wall and pillar to the west of the access must be lowered to 1m in height prior to the commencement of works on site.
