The application site comprises of the curtilage of a detached dwelling, currently under construction, which is located on Top Road in Marown.
The proposed development comprises of the erection of a detached garage within the curtilage of the dwelling and the conversion of the existing attached garage into additional habitable accommodation.
The application site has been the subject of a number of previous planning applications:
Planning application 01/01005/A sought approval in principle for erection of two dwellings to replace existing on the application site for this current planning application and the adjacent land. The application was initially considered and approved on the 12th October 2001, with the initial approval decision notice issued on the 16th October 2001
Planning application 02/00451/B sought approval for the erection of two dwellings with garages to replace existing on the application site for this current planning application and the adjacent land. The application was initially considered and approved on the 25th October 2002, with the initial approval decision notice issued on the 11th November 2002. The approval was confirmed at review on the 20th December 2002, with the review approval decision notice issued on the 6th January 2003. In accordance with the recommendation of the appointed Planning Inspector the Minister confirmed the approval at appeal on the 6th May 2003.
Planning application 04/01124/B sought approval for amendments to one of two dwellings approved under PA 02/00451B. This application was initially considered and approved on the 6th August 2004, with the initial approval decision notice issued on the 12th August 2004. The approval was confirmed at review on the 24th September 2004, with the review approval decision notice issued on the 1st October 2004. In accordance with the recommendation of the appointed Planning Inspector the Minister confirmed the approval at appeal on the 1st April 2005.
Planning application 05/01172/B sought approval for the erection of a single storey extension on north west elevation of dwelling plot 1. This application was initially considered and approved on the 19th August 2005, with the initial approval decision notice issued on the 26th August 2005.
Marown Parish Commissioners advise that they have no objections to the proposed development.
The Department of Transport Highways Division advise that they consider there to be no adverse traffic impacts subject to the imposition of a condition.
The Isle of Man Fire and Rescue Service make no specific comment on the merits of the proposed development but recommend the installation of smoke detectors.
The application site is within an area covered by the 1982 Development Plan Order. There are no designations or policies that I consider to be relevant to the assessment of this current planning application.
In comparison to previous planning applications for the application site, which dealt with issues of principle and impact of the overall dwelling, I consider the assessment of the development proposed by this planning application to be relatively straightforward.
In terms of the proposed garage I am satisfied that it is appropriately positioned in relation to the dwelling, that its size is appropriate, that its design is in keeping with the dwelling and that existing boundary treatments limit its impact on neighbouring properties. I am satisfied that the impact of the proposed garage on public or private amenity is low and that is therefore acceptable.
In terms of the proposed conversion of the existing garage into habitable accommodation I am satisfied that there are no adverse impacts on public or private amenity. I consider the proposed conversion to be acceptable.
I recommend that the planning application be approved.
I consider that all those who made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 478/001, 478/002, 478/003 and 478/004 date stamped the 7th December 2005.
C 3. The area within the proposed defined as a store on drawing no. 478/004 date stamped the 7th December 2005 must only be used for domestic storage in association with the domestic enjoyment of the associated dwelling.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
