Issues
- In respect of the impact on the street scene, the primary school building is on a lower ground level than the public highway to the front of the school. The frontage of the school is open in character with very little vegetation growing along the boundary. 4 of the proposed disabled ramps will be visible from the public highway. However 2 of them are set a significant distance back from the public highway and will be obscured by the school at certain vantage points. The two disabled ramps set between 15 m and 20m from the front boundary will be significant structures in there own right and will be visible from the public highway at all time due to the limited amount of vegetation. However, I do not consider the proposed development will cause any significant impact on the visual amenities of the locality.
- The remaining 5 disabled ramps are set to the rear of the building that faces towards the school playing fields. These ramps will not be visible from the public highway and will not adversely affect the visual amenities of the locality.
Conclusion
I therefore recommend that permission be granted subject to conditions in the attached schedule.
