The Site
The site represents the land associated with an existing dwelling, Cronk Froy, which is a once-traditional property which has permission for significant renovation and extension work approved under PA 04/2503 and which is being implemented.
Planning Status
The site is within an area designated as an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
The Proposal
The application proposes amendments to the scheme approved under PA 04/2503 in terms of:
- The installation of four new rooflights and
- Omission of an external staircase from the western side of the building
- Enlargement of the ground floor windows in the side and rear elevations in the rear annex
- Rearrangement of the roof of the western link between the tractor shed and the main house.
Representations
There have been views received from the owner of the adjacent property, "High Bank" who supports the proposal. This property is the subject of an application for alterations and extensions, PA 05/1366 which was refused by the Planning Committee and is presently the subject of an appeal.
Assessment
The proposal does not significantly affect the appearance of the property or its impact on the adjacent property and as such I would recommend that the modifications are approved.
I would recommend that the correspondent from "High Bank" should be afforded party status due to the close proximity of his property to the application site.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the alterations and extensions to "Cronk Froy" all as shown in drawing reference WL/04/930/2b and -1A and the location plan, all received on 20th December, 2005.
C 3.
No approval is hereby granted or implied to the definition of the residential curtilage as shown as the area edged red on the submitted plans. The residential curtilage shall only be that area immediately surround the dwelling as shown in drawing WL/04/930/2b.
C 4.
Prior to the commencement of any works on the proposed access, a more detailed plan must be approved by the Planning Authority showing the proposed junction with the lane alongside "Green
Hedges" together with any gates and pillars. Such features must be modest in scale and design and appropriate to their rural location.
C 5. Prior to the construction of the access, details of the material to be used in the surfacing of the access must be approved by the Planning Authority. The Planning Committee would prefer the access to be as natural as possible rather than the use of urban materials such as concrete, tarmacadam or block paviers.
